Culture is a living, breathing thing.  It's the sum total of the people of your organisation, and reflects how they think, feel and do things when they come to work.  Because it's all of those things, it's the personality of an organisation, so it fundamentally affects the way that it operates day by day.  An organisation's culture is its behavioural norms.

A good culture is one that supports an organisation in the achievement of its goals and strategy.

It's possible to argue that there are positive cultures and negative cultures and that a culture that's positive to one person, may well be negative to another.  Our personal responses to culture, and our views of what constitutes positive and negative behavioural norms, are subjective.

What's important is that there is a clear fit between strategy and culture, so that the way people work and behave supports, and leads to the achievement of, the organisation's goals.

Culture change is required when a review of the current organisational culture establishes that it is not aligned with the organisation's strategy, (ie it will not help or truly enable the organisation to deliver its stated goals and its strategy).

Culture change is then the process of defining what culture would best enable the delivery of the strategy, planning how to develop and embed that culture, and successfully implementing the plan.  It requires committed, strong and effective leadership, and expert communications.  It is hard to do, but absolutely key to organisational success.
